Constraints
and Suggestions for Development of Seed Sector
- Balochistan and NWFP have no public sector seed organizations
like Punjab. The existing setup in these provinces may be strengthened
to meet the seed, at least 10% of the seed requirement of their
provinces through public sector.
- To improve the quality of seed and to make it further value
added commodity, seed processing industry may be given soft term
loan.
- To ensure pre-basic and basic seed demand of private sector,
foundation seed cell may be established at various crops research
institute.
- FSC&RD needs expansion to meet the certification requirement
of private sector.
- Export and import seed consignments must be tested for their
health status to save the National Agriculture by any disease
epidemic.
New Developments for 21st Century
- To meet the new challenges of 21st century, the department is
in the line with TRIPS/WTO and has prepared a draft of Plant Breeders
Right.
- Seed Act, 1976 needs amendment in the light of global privatization
policies.
- To meet the training requirement of private sector and registered
growers, training and research center need to be established.
- To rehabilitated and update the existing facilities of the department,
new laboratories need to be established with the assistance of
the World Bank or any other donor agencies in seed growing areas
of the country.
